1. File name

    WIN?mmdd.TXT (?:C(High-level&Low-level wind), W(Water vapor winds), mm:month, dd:day)

2. File format

  * Text file with the ASCII code and tail of each line is a linefeed code.
  * In 1st line, title and observation date are included.
  * In 2nd line, names of item are included.
  * In 3rd line, units of item are included.
  * In 4th line, only linefeed code is included.
  * In 5th line, only linefeed code is included.
  * Following 6th line, observation data of each observation time is included (missing data is hyhpen).
